As far as I can see, believe it or not, it seems you can't --with a keyboard. You can of course drag-n'-drop a topic anywhere, thus changing its position in the hierarchy.

A (more widely implemented) alternative to OPML are tabbed plain text outlines. Many outliners support them as do most mind mapping applications I've tried.
