Outliner to Import RTF, Export CHM

I’d like to find a simple, lightweight outliner that will let me import multiple RTF files and then export them all as a single CHM.
I know that TreePad and MyNotesKeeper have that capability.
Are there any others? Or maybe an application devoted to this very process?

If HTML help will do, I think that Lexican ( http://www.lexican.net ) recently mentioned here, should be able to do the job.
That said, I’m quite certain that a few others of the outliners we’ve discussed here at times should be able to export HTML help or -usually- complete ‘websites’ (MyBase for instance).

There is an independently developed add-in to MyBase that is supposed to convert myBase files to chm.
