So, Resophnotes ( http://www.resoph.com ) has an update.
I can't say for certain, but it feels faster. It also now lets you specify a global hotkey for New Note rather than just opening the program....
I've only toyed with it and not done anything serious, but CamStudio (free, open source) seems pretty decent.
