I know Omni Outliner has good column support, but it seems that decent filtering won't be available until a future release. Are there other outliners that support columns that provide better filtering ?

I saw on their web page that they are planning to add a Windows version. Any idea when this might occur?

They're not starting working on other platforms until after the next major version with scripting support. I'd guess a Windows version is maybe 3-4 years out if it materializes. It's probably not safe to hold your breath :)
