Okay, so it's only very tangentially related to outlining, but it's worth mentioning that SoftMaker Office is now available for Mac.
One of the best "alternative" office suites that nobody's ever heard of, SoftMaker Office has been available for Windows and Linux for years; there's also an Android version (there used to be a WindowsCE version, too).
Its shout-out feature is the fact that it uses Microsoft Office file formats by default. It doesn't import/export MS files - it's quite capable of opening and saving them just as they are. The best bit? No subscription, just a straight-up price.
For superior German-made software that does have some claim to outlining (they have file navigation options similar to those in MS Word), check it out! (www.softmaker.com)

Sorry, Bill. The outlining features in Textmaker are more or less a joke. It's true, you can turn on an outline view and navigate to a headline of your choice. But there is no option to manipulate the outline and add or reorder headlines - as in Word since Office 2010 or 2013.
I use Textmaker a lot because of the Duden corrector, but that's a feature I really miss.

Franz, you can reorganize the outline in 2018 (at least on Windows). SHIFT + ALT + UP/DOWN will move the paragraph up or down. You can also change the level with the same key combination, just go left or right.

Thanks a lot, Jon. When TM 2018 came out, I had tried a couple of shortcuts (obviously not these) and asked in their forum when they'd implement manipulation of the outline tree (mouse and keyboard) - they said they'd think about it.

@Jon: ALT+SHIFT+UP/DOWN is the "move paragraph" command. And they mean PARAGRAPH.
In Word, I can move a headline plus the text underneath in the outline view. In Textmaker only the headline is moved, not the paragraphs belonging to the headline.

I see what you mean. However, if I use the mouse to select the heading I want to move, I can use the keyboard as described. I really don't use this at all, but as I know that it exists, I thought I would mention it. It is not as efficient as it is in Word.

No matter, if I select a heading using the keyboard or the mouse: ALT+SHIFT+UP/DOWN moves the heading one paragraph up or down. Only the heading, not the heading plus the text below.
An example:
HEADING1
Paragraph1 belonging to heading1.
Paragraph2 belonging to heading1.
Paragraph3 belonging to heading1.
HEADING2
HEADING3
When I select HEADING1 in the navigation pane and press ALT+SHIFT+DOWN, I get:

Yes. But, while rather clunky, you can select the box figure to the left of teh header thereby selecting all of the text below it and all its descendants. Then you can move it where you want (outline view). If you want descendants only, you must manually highlight the header and its text. It works, but as I say it is clunky.
