This one is called Idea Rover. It does seem to take a little bit of a different approach to this function. You type in your outline in one document using a prefix for each entry. For instance:
0101 is the prefix for the first section, first entry
0102 is the prefix for the first section, second entry
etc…
Using this structure you then go out into the world (i.e. onto the web) and gather data for your research paper. This seems directed primarily for students, but at $90 it seems a bit pricey.

Indeed. Strange that a product marketed to scholars writing doctoral dissertations would have a kiddie-style GUI.

Very few toolbar icons and few menu selections suggest quite limited capabilities/niche market only.
