Thanks for pointing this out. myBase was one of the first such programs I used when I was trying to find a replacement for ECCO Pro back in the late '90s. It used to have the ability to create a run time version of a database, which could be shared with anyone running Windows. Is this still available?

Don't know.

I think I answered my own question -- although I have not tested this. But according to the web site it seems you have to download and install the myBase Viewer, to get this functionality.

Is mybase better than ultrarecall?

That's too broad a question. Both are nice applications, and which one is "better" is dependent on your own needs and sensibilities. Ultrarecall is more powerful, in that you can create custom fields for your meta data. It is probably more versatile. But I personally prefer myBase because it feels more elegant to me and I like the editor better (though you can't create tables). While I have not tried it, from what I recall of Casius's reporting, myBase's web collecting feature is likely more powerful too.
