It was NoteTaker, from Aquaminds. As Paul Korm says, it's still available on the Mac App Store.
As I remember the history, the devs of NoteTaker and CPN worked together on the original NeXT app and went their separate ways in the transition to OSX, each bulting their own offspring. NoteTaker was moribund for many years - development resumed after CPN died.
I also remember it being suggested that the idea and much of the design of OneNote was "borrowed" from these two apps. Hard to believ that sucj a thing coukd happen, I know :-)

Keep It Together was the forerunner of Together, which has now morphed into Keep It, I believe.

NoteTaker looks nice, but I see the comment that it serves in "capturing, organizing, and retrieving any kind of information in an intuitive electronic notebook."
Since it says "an" electronic notebook, I take it that all notes go into one common file.
GrowlyNotes' web site says "all the open notebooks can be shown in tabs in one window," by which I assume I could have as many notebooks for as many projects as I like.
I wish knowledge and note apps made it clear whether or not separate files are supported versus one bucket for everything, and whether or not cloud resources are optional.

You can have multiple notebooks with Notetaker. You can open different instances of Notetaker, so that you can have multiple notebooks open at the same time, but you can't switch with a tab between them.
