You should be able to type # followed by the word you want to use as your tag, with no spaces, then press Enter to confirm creating a new tag. They wrote about it here (but only gave examples for iOS, Android and macOS):

I was able to create a new tag on Windows by typing it. Once it was added, the Tags heading appeared in the left pane in both Windows and Android. They were not visible before then.

I’m pretty impressed by how far Apple Notes has come along since its Comic Sans (or whatever font it was) beginnings.
UpNote doesn’t have nested tags, but it does have a tag browser and saved searches (which of course work for tags.)

Here’s my very belated comment on UpNote:
It’s an exceptionally good note-taking program. I imported a couple of files (one of them with more than 2400 notes) from Evernote, and all went more or less smoothly. Just a few notes failed to come through, I think because of their size.
I can imagine using this app on a regular basis, but I have one small query: is it possible to have two or more notes open on the screen at once?
