I stumbled across this today. Fluid Outliner is a github, open source project. The software lives on the web. The files live on your computer.
The site: https://fluid-notion.github.io/fluid-outliner/
You begin at a blank page, and the interface is somewhere between the Outliner of Giants (big boxes), and Workflowy (pretty simple UI). Enter gives you the same level. Tab in, Shift-tab out. Shift Up/down moves the selection. You can hoist and unhoist. it has search. I haven’t seen a key command to collapse and expand, but there’s a symbol to click. And that’s just about it.
No word wrap, No checkboxes. No dates. The feature, I guess, is the local save, which is in JSON. Again, this seems far too primitive for the users on this site, but I hadn’t run across it before.
