Memex (formerly WorldBrain) is “A privacy focused extension to annotate, search and organize what you’ve seen online.” Works in Chrome and Firefox and has mobile apps. I’m still trying to figure it out, but it is much improved over the more basic app I had tried out a few years ago.
Be sure to read their clear and extensive privacy policy (obviously important for such an app):

Still not sure how mobile sync works. Is it only manually over local Wifi? Or can it do background sync over an internet connection if you pay for a pro subscription? Still waiting for an answer from the developers.

Thanks for the heads up! Free full-text indexing of visited websites is a cool feature. On my Mac, I was happy with HistoryHound, but I haven’t gotten around to finding an alternative now that I’m on a PC. (historysearch.com looks intriguing, although the extension hasn’t been updated in a while).
Regarding mobile syncing, Memex states clearly on their website that it’s a Pro feature and a “work in progress”:

Seems a bit harsh that you gave them a 1-star review just for that, especially given that your review appears to be the first and only review in the US iOS store. But obviously reviews are personal opinions, so I respect that.

I give 1 star reviews if I can’t use the product as advertised, or if I attempt to get an answer from support and it isn’t answered. In this case both are true. Note that the review is only of the iOS app, not the chrome plugin. If support ever gets around to answering this question I will revise my review accordingly.

So I got some clarity on the sync issue:
“The mobile app only requires the wifi connection on the first sync.
It should also work when using the phone’s tethering, at least it works for me just fine with that.
Have you tried it?
Without Memex Pro, you only can manually backup your data and do not sync between the devices.
Once you sign up for Memex Pro sync becomes available and is backups are also automatic (which are 2 different things)
There is a 2 weeks trial period, so you can go ahead and try it out!
Thanks for pointing us to the necessity to improve our docs. Will try to make this much more clear.”
I was able to pair the devices over a tethered connection once I ignored the warning. I also signed up for a pro account. However, so far I have not actually been able to sync anything between Memex and the phone other than tags. Saved pages do not sync in either direction. I will report back if I can ever get it to work.
