I just found it generally didn’t work the way I expected or desired. YMMV…

Intriguing: what exactly do you mean by “multi-layered”? You could argue that Todoist is multi-layered (navigation bar outlines, in turn referring to editor outlines), but clearly you have something else in mind? Do tell!

Ah, that explains what I saw - lists. All my outlines, for decades now,

I have found it cannot do nested lists well, something very basic for outlines going back to the 80s. Or can it easily do something like this, with numbering scheme options?

Oh yes, it certainly can - you can have as many layers of subitems as you like, on both sides of the outline (i.e. in the navigation bar AND in the editor).
But I’m not sure it does numbering. No, in fact, as I play with the desktop version, I can’t see any way of doing numbering. But I’ve added six layers of items + subitems in the editor so far, and no sign of issues there. I’ve got four layers of “projects” in the navigation bar already. In the editor, you can remove task checkboxes by starting each “task” description with an asterisk. I have a large set of notes in Todoist that I deliberately “de-tasked” using this method; I also prefer to add notes as subitems under tasks than to use Todoist’s comments function to add notes (the only other way of doing so). To indent items, you have to drag and drop, which is slightly tedious, but there’s probably a key combination for that too, I just haven’t looked for/found it yet. When you add a project above/below another project, a little indent button automatically appears next to the project name as you’re creating it. Todoist is all about outlines!

It may indent and outdent but it does not offer features or perform as I expect an outliner to.
