Thanks for this; really useful!
Now, the latest Windows 10 update (1809) includes the full dark theme, for Explorer as well, and Microsoft is actually promoting it through “explore new features”. Finally!

Atlantis now provides dark themes for its GUI; these can be combined with similar colouring of the document itself:

Google has finally turned Chrome dark.
This applies to areas where dark themes did not reach: settings (chrome://settings), history (CTRL+h), download (CTRL+j), menus, right-mouse-click popup menus (search engines for YouTube etc or other extension), etc.
First you have to update chrome to version 74 which is automatically doen by going to:
chrome://settings
then add
—force-dark-mode
to the end of your icon on task-bar (it’s my first so WinKey+1 launches it) or anywhere else your usual chrome icon is so target of chrome icon has at the end of target—force-dark-mode:
so update chrome to v74
add—force-dark-mode to icon target
relauinch chrome

P.S. also bookmarks has gone dark from the previous blinding white, keyboard shortcut:
