Actually it is a free upgrade if you own NotePlan 1.0 for iOS
From the press release:

Thanks for the correction. I just saw that in Eduard’s latest announcement and was coming here to correct myself, but you beat me to it.

FYI the iOS v.2 is live, as is its $11.99 In-App-Purchase.

The Mac app is on sale today for $4.99, down from $19.99

That was enough for me to jump and make the purchase today.
I see that the unlock for the free/lite iOS version increased from $11.99 to $14.99, but I don’t know when that happened.

That happened after Eduard released version 2 of the iOS app - it dramatically improved the app by bringing it to feature parity with the Mac app and improving the keyboard shortcut support on iOS. Now the Mac app is under development again - Eduard is bringing the design improvements in the iOS app back to the Mac app to bring them inline again.
