Hm, well, reinforcing somebody else's (sorry, can't remember whose, off hand) point about using mindmappers as outliners, the developers of MindNode have just released updated MacOS and iOS versions that support tasks and Reminders. And export OPML files.
MindNode is one of the better mindmapping apps out there, so...
I'm just going to have to take a look... sorry!

Many mind mapping apps have outline panels. (I'm a sucker for these things.) All of these are OS X:
MindNode has one of the better panels supporting folding, and keyboard shortcuts for indent/outdent, move up/move down in the hierarchy. The panel sits at the side of the map and it is easy to mistakenly move the focus from one panel to the other, so you mind find yourself reaching for the mouse frequently.
MindJet also has a good outline panel -- when it has the focus it hides the map. The outline supports folder, and shortcuts for indent/outdent, move up/down. Can also add callouts (footnotes) and new "central topics"
Mind 7 displays an "outline" but it is not a panel for entering text.
iThoughtsX does not have an outline panel
iMindMap 9 has an "outline" panel but it is barely functional.
NovaMind 5 has an outline panel that has odd keyboard commands. It supports folding and indent/outdent but not move up/down as far as I can tell.
FreeMind has no outline panel but it does have very good keyboard shortcuts for navigating, folding, moving nodes
ConceptDraw Mindmap has an outline panel with indent/outdent -- anything else requires taking hands off the keyboard
Inspiration 9 has a lovely outliner with idiosyncratic shortcuts that take a while to get used to. Folding, indent/outdent, move up/move down (called flip up/flip down for some reason). Inspiration creates "diagrams" and "maps" which are separate document times -- each of these support an outline viewed in its own panel (with the diagram or map hidden).

It is also possible to assign a "tick" icon to a keyboard shortcut and thus mark nodes as "done" very quickly (and another shortcut to untick).
Speaking of Freeplane, it looks like there is a new version (1.5) in the works (haven't tried it yet, just watched the video). More on that here:

Just an addition:
Xmind has an outline pane, too. But only the Pro edition.

Yes, when I typed "Mind 7" I meant "XMind 7 Pro" -- it does have an outline pane but that pane is not for entering new topics -- it is limited to changing topic names and folding.

Thanks for the tip. I tried the beta today (1.5.6). It doesn't operate correctly on OS X 10.11 -- but no one said it would, either. There is a "outline" option in the view settings but it appears to do nothing yet -- though the app is so buggy for me on El Capitan that it is hard to judge. (FWIW, El Capitan seems to have serious issues with Java apps.)

It looks like freeplane is under a burst of development.
Does anyone know if there are screenshots or videos of the recent version(s), especially showing filtering in action and any of the new features like clones, etc? Thanks.

www.xmind.net
is a fork of Freemind that a Hong Kong dev has done a good job with.
I far prefer it visually to Freeplane/Freemind.
Forum participants may want to investigate. I think there is a free basic variant vs a "Pro".

I haven't tried FreeMind in a very long time, as I've switched to the
Freeplane fork, but in Freeplane it's possible to choose an outline
view.

Are you sure? Xmind has a totally different look and behaviour.
