Seeking -- simple outliner, featuring drag and drop file attachments

I am looking for an outliner with the ability to drag and drop files into it internally, similar to OneNote. (for certain reasons, I do not want to use OneNote, although it would work for this).

I am constantly reviewing large numbers of .pdf and .jpg files and making notes on them. My need is for an outliner that I can drag and drop word, pdf and jpg files into as I am taking notes. Thanks!

Hi,

may I recommend you GS-Base for that?

It's not a dedicated outliner, because it's based on tables, but you can organize them very easy in a tree-like folder structure.
It supports drag & drop in & out of attachment-fields.

I use it for similar purposes and it works very straightforward.
