On PC? Well, I continue to hope that someday, there will be an iOS version of CintaNotes. That would be darn cool.
Meanwhile there are always the various Markdown editors.
And, of course, OneNote (increasingly capable, I have to say, despite the irritating ‘must be on OneDrive’ tendency)

I use fargo for this. http://fargo.io
It’s a webpage but everything is done client-side so it’s fairly fast. Works on an iphone or ipad reasonably well once you get used to the quirks (it’s made for using a keyboard so you have to learn to do things with touch). And saves your outlines in opml in dropbox so you can read them on any client where dropbox is installed.
You also have the option to save the outlines as encrypted files in dropbox and since the encryption is client side it should be quite secure.
