Since i had to compile this for my own needs,
i thought to share it also for some other’s benefit.
As criteria for the inclusion/selection
i have taken “tags” to mean,
1.) the ability to make & assign UNLIMITED
KEYWORDS aka. LABELS aka. CATEGORIES aka. METADATA aka. FIELDS aka. ATTRIBUTES.
2.) the ability to then comfortably AUTOMATIC FILTER
ones entire database to one or more such terms assigned.
3.) with “advanced” to mean, to have one or more of the abilities for:
- hierarchical tags / tag groups
- bulk tag assigning / changing
- bulk tag import / export
- automatic tagging
- tag clouds
- tag suggestions
- tag typing completion / from menu selection
@So =here #we go!

SPECIAL IDEA:
another “revolutionary” idea would be
to just manually include keywords (@ # + =)
into ANY title field of ANY program,
and then just use the usually fast regular search pane,
to each time find your desired notes.
Thus, if the search would be instant enough,
and if a search history / saved terms could be quick access ideally too,
It would provide the extreme benefit of also having
EVERY single content word as an automatic de-facto “keyword”
included in the search results too as a quasi less exact, but bonus “related hits” results,
that would appear listed after your (@ # + =) tagging signs.

Not on the list:
Piggydb: http://piggydb.net/
Clibu (new Surfulater): http://blog.surfulater.com/tag/clibu/
There is also the category of CAQDAS (or QDA) software, such as Nvivo, Atlas.ti, QDA Miner etc. (although the main ones are very expensive and with awkward licensing schemes):

On the Mac, should be "DEVONthink" and "DEVONnote" -- but not "DEVONagent". "DEVONagent" is a complex web search tool, and so it can display meta data insofar as the found page source contains it, but it doesn't really fit into the categories you set out as the criteria for your list.

I would also add "MacJournal" and "NoteBooks", "Leap" and "Yep", and "VooDoo Pad" -- all of which support various flavors of the metadata you mention.
"Journler" is now open source -- I wonder if anyone has taken it up and started working on updating it

Thanks for the Clibu mention. There were several Clibu related articles that weren't tagged Clibu which I've now corrected. A better url is: http://blog.surfulater.com/category/clibu/

Tabbles is a file manager which relies on tagging. Its recent version integrates with Explorer and Outlook.
Tabbles has some powerful features and, as far as I understand, it fits under the Advanced category of tagging programs. That said, there are some rough edges, notably the need to install Microsft SQL server locally; the alternative is to use a hosted online SQL solution which will probably slow down local access.
It is today on Bits du Jour: http://www.bitsdujour.com/software/tabbles/in=todays-deals-home
