Not quite... As far as I can see, it's just a read-only app ("the iPad version will be free for reading and presenting purposes"), unless you also subscribe to "Office 365 Personal, a $6.99-per-month (or $69.99 a year) subscription service." It's a marketing ploy to try to get you buy into their cloud service.
Which is fine, if you don't mind paying that every month ad infinitum, and you really need MS Office on the go on the iPad.
What's amazing is that it took them this long... I guess the rise of the Chromebooks, Chromeboxes and Google Drive apps in general is forcing their hand.
