Dave Winer has open sourced his Web outliner.

I tried out Fargo the other day and wasn't too happy with the keyboard functions. The keystroke for switching from "edit" to "structure" mode (where you can select and delete whole items) just working for me. The help file didn't list a keystroke for splitting single items into two items. The keystrokes for moving an item up and down were Ctrl+U and Ctrl+D respectively, which I didn't like much. I would prefer some combination using the arrow keys.
Fargo looks a bit like Noteliner to me - but Noteliner is a lot more capable. Fargo, on the other hand, aims to be more universally available because it runs as a Javascript app in a browser.
