Hugh,
I spent a couple of hours yesterday re-acquainting myself with Pagico, including trying to use it with the iPad app. Sadly, my experience matched the one you describe. It isn’t exactly intuitive. I came close to simple frustration getting the iPad and PC apps to sync, though it did work. It’s perhaps one of those apps that you have to immerse yourself in until it becomes second nature.
On the other hand, it does seem to have been steadily developed over the years, so it is a living program, which means there’s always hope it will get better.

TeamworkPM is indeed one of the best in my experience as well, and their pricing model is very convenient; I hope they are able to maintain it. Nowadays most capable competitors have switched to per user pricing, which can scale very quickly, particularly if you have a large number of occasional users—as often happens in transnational projects.
When I was evaluating TeamworkPM a couple of years ago, I was missing several important features. They have developed most of them in the meantime, and—as far as I can tell—in a very streamlined manner. I only miss one thing now, unlimited folder hierarchies. At this rate of development I expect that it too should arrive soon.
