Find it at: http://www.inspiration.com/Help-Center/Inspiration#updater
Why only U.S.? —I don’t know.
Why they don’t tell registered users when an update is available?—I don’t know that either.
NOTE the warning about the Inspiration Libraries folder. (Although I didn’t find any change from the 9.03 Libraries folder.)

Strange policy. And, as I gather, you need vs9.1 to be able to exchange outlines with the iPad app.

It’s another of my bug-bears with Inspiration.
Not only is the app itself a bit quirky but so is their approach to sales.
They produce two versions of each major release - one for the U.S. market and another so-called ‘International edition’.
To make it even tougher for buyers outside the States, they do not sell the IE edition direct. They sell through vendors - at a marked-up price of course.
Weird.
