I saw a tool awhile ago, a couple years ago probably, where you make a map/outline that grows out from a circle center, where you can add layers to the circle and sections to layers, and collapse/expand various levels to get different levels of detail. Does this ring a bell for anyone ? I can't seem to find it again and don't remember what it is called. I believe it was an online-based tool.
