Nested folding isn't outlining per se, but I'd call it a close cousin.
A new addin brings this functionality to MS Word 2007/2010:

Thanks for the heads up. I have downloaded the add-in, but I have not tried it out yet. I have my fingers crossed that it will be helpful in my technical research.
