I’d like to find a web-based outliner so that two people can collaborate on building an outline. I’m just looking for the ability to indent and outdent items, and move items around in the hierarchy with appropriate keystrokes. Is there anything like that out there?

Look at Google Wave, which is not out yet (promised later this year), but very exciting. For example, when several people are typing at the same time, they see the typed characters in realtime. It’s not called an outliner (advertised as wiki, e-mail, and IM replacement), but it allows typing any text and adding replies at any point to it, which are shown as outline. It will be free and open-sourced.
