looking for an offline Windows task / to-do manager

Hi!
I'm currently looking for an offline Windows task / to-do manager. I don't need it to sync with anything. I would like a simple UI, tags, subtasks and good searching that can be saved (save search with specific parameters - e.g. display all tasks with this tag, this folder, not older than one year) so you can invoke the search later.
AFAIK two apps fit my description: MyLifeOrganized and Remember the Milk. The main advantage of MLO is dependencies (which I can't understand is not a prerequisite for any task app). The main disadvantage of MLO, and I regret very much to write it, is that its developers have been living in a war zone for a few years now. Considering the realities of such situation, one must wonder whether those nice people will be around tomorrow. As terrible and sad as it is, I need to consider that. I also looked at the open source market and for example Super Productivity seems very nice, but lacks any save-able searches let alone dependencies.
So I was wondering whether somebody might point me to some app that might fit my description, pls?

I which case they probably need your support, more than somebody living in a peaceful country.
I bought a licence of MLO over 15 years ago. I use it for checklists for product release, making videos etc. I haven't upgraded from v1.9.1 and it still works fine on my Windows 11 PC.
Alternatively, my Hyper Plan software ( https://www.hyperplan.com ) is a visual task manager for Windows and Mac. But it doesn't really have sub-tasks as such (but you can sort of simulate them using connections).

Perhaps try the Infoqube Outliner (this is the simpler version of the more advanced Infoqube program).
Alternatively, you might want to try Essential Pim (available in both free and pro versions).

I have the same war concerns about Mellel.
Your mileage may (and probably should) vary.
I don't want to let tyranny change my life. Bold words, particularly if the missiles started landing in my back yard, but I'd like to at least approach that ideal.
Regarding Mellel, it's become important to my workflow. Plus, the document format is easily read with any XML utility. I wouldn't lose my work even if I no longer had Mellel.
One primary developer in a war zone. I wish it weren't so. I'll keep using it.
I hope there's a long term plan to keep Mellel updated for the ages. A better plan than implemented by WordStar, Electric Pencil, Displaywriter, AmiPro, MultiMate, etc. Nisus Writer might also be on that list.

I can only highly recommend MyLifeOrganized.
Obsidian with the Tasks plugin is also a valid option, though very different.

I have been following EPIM for a number of years. Like it, especially the Android app, but never enough to get into it. Sadly haven't seen much progress there in the last couple of years.

Hi!
Glad to meet a Mellel user!
I came across it years ago when looking for a good creative writing program. I had discovered mac's Scrivener back then and waited many years for a proper transfer of anything higher than v1 to Windows. Now we have v3, which is very useful, though not perfect. Don't want to write in much anything else though :-)

I have been using Obsidian extensively in recent years and also dabbed into its Task for the purpose of my current query. Markdown capabilities surprised me again! Not the workflow I am looking for though.
