“SiYuan is a privacy-first personal knowledge management
system that supports complete offline usage, as well as
end-to-end encrypted data sync.”
Files reside locally (unless you want them in the cloud) and you can deploy SiYuan on your own server and serve your own notes through a Docker instance.
Free version offers most features of the paid versions but lacks search; for that you need to pay either $64 lifetime for Pro features, or $148 lifetime which includes 8Gb cloud storage/backup/sync. (DIY sync/backup is available in the Pro unlock via S3/webdav service.)
