Looking for a knowledge OUTLINER for MacOS: Been searching for 2 months. Found nothing

For years, I have used UltraRecall on Windows as a knowledge outliner. I'm looking for something similar on the MacOS. At a minimum, it MUST meet these conditions ...
1. Two-pane: For tree and content
2. Drag content from content pane to tree to create tree items in the hierarchy.
3. Accepts html, rich text, pdf content by pasting or via a browser extension.
4. Able to view content on iPhone (read only or read/write) via sync
5. Hoisting or 'focus mode' where only relevant part of hierarchy iscdisplayed.
Closet I have found is Devonthink, but I was advised on the support forum to not use it as an outliner. For example, it does not support manual sorting across devices (sorting gets lost when content is synced) and you must 'group' items to create hierarchy.
I have not found anything else even though I installed trial version of at least 20 apps. Most Electron apps e.g. Notion/Obsidian/LogSeq do not support macOS native ops like dragging content.
