Any other outliner that works nicely with HDD folders?

Sounds like you’re using Windows, Karel? If so, you could also look at Notebooks (first developed for iOS, then macOS, but also available for Windows), which has a totally transparent folder/notes structure based on the file system. You can also store more or less any kind of file in Notebooks, including images, PDFs, MS-Office files, etc. etc. Notebooks will update itself in real time, and you can also drag and drop files/folders from Explorer/Finder directly into Notebooks and vice versa.
A lot of apps developed for macOS rely on the file system for storage (e.g. NotePlan, Noteship), and there are other more recent developments (Obsidian, I believe?) that do the same across multiple platforms. A good place to look would be alternativeto.net
Cheers,
