Chris, I think this is a great idea. I think that categorisation of applications according to use (e.g. brain storming, note taking, outlining, PIM ...) is important in such a database. It would be obvious to make such a database in outline format itself, maybe using OPML.
This suggestion is closely related to some discussions we had about a year ago, about the various kinds of software (“my set”, I think, was the topic of one of the relevant threads).
If you choose to go for this categorisation scheme, we could start out with some interesting, conceptual discussions here about which categories it should contain.
