Jeraworks has released a rather primative outliner for Java.
It has collapsible headings, moveable headings, and headings
drag their children as you'd expect. However it doesn't have
formating options at all, and there is no way to select mroe than
one item.

This runs on linux just fine under the IBM Java Runtime Environment
