I tried PC Outline for Windows, and while it had many of the features we loved in GV & the DOS PCO, it was VERY slow in rewriting the screen. I notified the vendor some time ago & recently asked for an update. Just 2 days ago I received a reply from the vendor indicating that an updated version is not yet available.
Inspiration has less outlining bells and whistles than PCOW, so if you can tolerate the slowness, it might be what you are looking for. Of course, Ins. also has a diagramming feature.
