I understood that Maxthink for windows was due out shortly. Neil Larson, the developer, told me by phone that it would be ready a few weeks ago. Does anyone know the current status of this product?

It has not been released yet. Neil keeps delaying the release each week (he kept saying this Friday, but that was more than a month ago).
