Generally, a dedicated outliner tends to develop or exploits more of the potential of outlining than outline functions in a WP program.

Users tend to eventually reach a tipping point of abandoning conventional text in favor of outlines most of the time. Dedicated outliners facilitate that changeover where WP programs with outline features tend to frustrate it.

If outlining is only a means to writing a conventional book or article, the WP program may be sufficient. However when outlines are mainly used as such, a dedicated outliner is the better tool.
