Open source outliner programs?

After seeing so many good commercial outliner programs get the axe, maybe open source could help out. Anyone know of open-source outliner programs?
I've entertained the idea of starting an open source project to develop an outliner-based PIM, similar to Ecco Pro, but am not sure I'm ready for the amount of work involved.
