No, this is an English version (I do not think that any version ever was translated)
I am sure that the fix had to do with some processor incompatiblity.
(I am running the 3.1.2 on a 8.1 100%, if anyone has any doubts that it will work I can test it on 8.6 or Sonata b2c2)
