Yes, it was a much leaner and crisper multi-tasking environment than the Windows of the era, and could even run WIN3.1 (in real mode as I remember. LATER - and in standard mode, too) as one of its progams. See: http://en.wikipedia.org/wiki/DESQview
I ran DESQview, and latterly DESQview/X for many years. Ironically, the growth in processing power and RAM necessary to run WIN9x also made DESQview really fly. Lotus Magellan (whose developers are now behind the X1 indexed search software) was an excellent file manager/indexed search engine for the rest of my suite, including Grandview, for which it provided a viewer.

Well, a pain in retrospect. At the time I really enjoyed it :-)
Incidentally, the different flavours of DESQview can be downloaded at http://www.chsoft.com/dv.html although it is apparently not in the public domain (Symantec hold the copyright).
