Jack,

Active Words is Heavier on resources than Macro Express. I tried Clip Managers for the same job, once upon a time.
With the exception of ClipMagic, I found them clumsy to use because you needed to find where the clip was stored. Clip Magic was also the only one I tried that allowed rules to paste the clips into specific folders as in Zoot.

But I imagine, they will have moved on since I last explored the options.

I would look at Clip Magic though.
