I seem to have no trouble downloading the software (though as I am currently on dial-up I interrupted the download for reasons of economy and to avoid additional CRIMP).

The download link points to a .zip file; it may be that your browser doesn’t feel very happy with this.

I am using Free Download Manager http://www.freedownloadmanager.org/ to help in my downloads.
