ClarisWorks 5 (on the Mac) has a very basic outliner—in fact, it was using that which stimulated me to look at MORE 3.1 last year, and now has me working solidly in it daily.
It will NOT meet your needs. Basically, it just runs lots of levels but nothing which is specified as comments. When you expand or collapse, you do so to or from certain levels vis-a-vis the level in which your cursor is currently located.
In a word, it is elementary.
It might be worth looking at AppleWorks 6, though. If I remember correctly, the fact sheet I read last week didn’t say anything useful about the outlining capabilities. However, it just might be that outlining has been improved.
It has the advantage of total portability of its files between Mac and Windows.

PS—I have just had a thought. Given the way AppleWorks is integrated, it might be possible to introduce database fields into the outliner as comments boxes. Hmmm. That would demand that the database fields carry a lot more text than they do in A/CW 5 though.
