I’m sorry, but there was no red herring; downloading Launchy from the Firefox extensions page was a _required_ step (1). The file provided as an attachment provided the necessary settings for Launchy—a generic utility- to work with UltraRecall (step 2).
Just to set the record straight, I don’t think Kinook could have made it any clearer (text below has been copied from their website):

1) Download and install the Launchy extension by browsing to http://downloads.mozdev.org/launchy/launchy.xpi in Firefox or Mozilla.
2) Unzip and save launchy.xml (attached) to your user chrome path (typically ‘C:\Documents and Settings\<username>\Application Data\Mozilla\Firefox\Profiles\<random string>.default\chrome’ for FireFox, see [2] for more details).
3) If necessary, edit launchy.xml with the correct path to UltraRecall.exe (if not installed to <Program Files>\UltraRecall).
4) Close all instances of Firefox/Mozilla and restart. In Firefox, you will be prompted to add Launchy to the toolbar.
