I have sent strong messages to the two most recent spammers, threatening notification of the FCC, FTC, Mexican Embassy, and their employers, and notifying them that Spam is illegal.

Steve, I have sent to each of three or four recent spammers a snarky note, but no response.

Because we seem to be getting a lot of Latin America spam, I wonder if there is an agency that is placing this stuff.

What about getting the webmaster or whoever is responsible for this site to use whatever clout he has?
