Peter, I understand if you are saying there is more to the use of outliners than selling product. However, if you are a maker of an outliner, and it happens to be just about the only good single pane outliner in the Windows world, then a big part of the picture is about selling product—or more precisely, how to position your product so that potential buyers have both the opportunity to access it so as to learn about its features and benefits, as well as the ability to purchase it at a reasonable price (reasonable for the segment of the market that represents them).
I dnn’t think it is necessary to wait for, or depend on, Microsoft for the breakthrough. What is necessary is to define other market segments, position and price the product accordingly, and move ahead from there.
