The program can be downloaded from several software websites. The latest version I found is 0.2.6 (below), but there may be other more recent:
http://www.download.com.ph/Quick-Outliner.htm

You can do a google search for "download quick outliner" and get many similar links. Though the actual program is available, the home page link they provide is www.quickoutliner.com which is indeed irrelevant.
