If you are willing to pay for a browser, check out the IE-based iRider. (http://www.irider.com)

Unlike most of the tabbed browsers, iRider actually innovates on tabs. In place of tabs as such you get a page list that includes a thumbnail and list is organized as an OUTLINE.
