While I have never found an acceptable subsititue for MORE that functions under windows, all is not lost.

I can tell you that if you are willing to work from dos or in a dos box under windows, you can still run more.

The Fusion Mac emulator, version 2, works very well. You will need a ROM image from a mac, and then you will need to set up a Mac HD image on your system, but you can then run MORE.

I have system 7.5 running, with More and MS Word 5.1a in a Dos box. With the help of some utilities, I can create a MORE outline, and use it in win98.

I can even use MORE to present slide shows from my laptop!
