I thought the same when I tried NoteMap in the past, but this time round I decided that the Outlining tools in Word came no where close to matching those in NoteMap.

Word dooesn’t really do much more than allow you to expand and collapse headings and move them up and down.

I found the folding, the hoisting and the mark and gather tools to be particularly useful in NoteMap, and indeed the comment feature. None of which are in word.
