The author, John Friend, never responded to my last communication, so I gave up, at least temporarily. Someone else is in the process of trying to contact him. If that doesn’t work, I may give it one more try.
As far as I can tell, PC Outline and GV were programmed using a 3GL or 2GL, and they use a rather unusual file format. (John wrote both.) Someone wrote a Windows version of PC Outline using a different file format, but it had some problems and was withdrawn from the market.
I doubt that most developers today would want to take on the task of writing a Windows version of GV because of the effort involved. You may recall the discussion here that occurred some time ago about today’s developers having a great many tools (e.g., “canned” submodules, etc.) to make programming easier. I doubt that there are many of these tools that would ease the job of programming a Windows version of GV…else, someone probably would have done it.

Until I retired, I used it mainly for its calendar and phone book features. It’s “columns” are rather analogous to GV’s “categories/assignments” capabilities, and I used them, but only superficially. Ecco has some single-pane outlining features, but they are rather limited ... for me, too limited to use for anything but one- or two-line notes.
Being retired, I now have the time to try new PIMs, but no longer have the incentive.
