You can however create cascading windows which show different levels of the outline in each subsequent window.
Aerial view to the left, then a section of the outline in the next window and then a section of the section, and then a working window.
This is what I do, and although I sometimes get lost as to exactly where I am in an outline, I find the multiple windows with each window showing part of the outline to be very effective. Its particularly useful for working on two different detailed parts of the document, while showing the context of both parts by having an associated outline window for each section I am working on.
By scattering windows around the screen all set at different outline levels, it is possile to see overviews and detailed views all at different levels of detail, all at the same time.
However, while I think that you could use Brainstorm to effectively do No 1, not a lot of options for No 2.
