Nobody would say Windows Explorer is a free form data base simpliciter, because you can put any kind of document in a folder, but Windows doesn’t give you an effective/efficient way to find many of those items. The same isn’t true of using Windows Explorer as a database of Word documents and snippets, at least if you’re willing to call MSN desktop search part of Windows. Moreover, if you used Windows Explorer this way, you would probably not devote the _entire_ file system to this purpose. You would be searching, most likely, only a subset of My Documents.
One way of getting Steve’s dual view is to use the Document Map, as you suggest. I don’t think that’s always the best way of getting the functionality Steve wants. A better way is probably to split a Window and put one in Outline view and the other in Normal or Print Layout View. You can yoke the two windows, to use the outline to navigate the other view.
